Position Summary:
Act as primary liaison between all parties engaged in the City of Phoenix and Maricopa County Workforce Connection Contracts for Workforce Investment Act (WIA) services: providing collaborative management to the subcontractors and vendors involved, as well as program development, contract negotiations, monitoring performance mandated by the City of Phoenix and Maricopa County and managing quality assurance activities. This is a grant-funded position.
Summary of Responsibilities:
Project Management:
•Manages contracts including meeting contract deliverables, maintaining positive relationship with funding entity, oversight of subcontractors and coordination with Finance and Administration.
oServes as primary liaison between the City of Phoenix, Maricopa County, VSUW and all subcontractors delivering services under the WIA Contracts.
oAttends Phoenix Workforce Connection and Maricopa Workforce Connection meetings and subcommittee meetings as required to fulfill contract.
•Provides accurate reports and meets project deadline.
oCoordinates weekly, monthly and quarterly reporting and submits required reports to City of Phoenix and Maricopa County
oEnsures all partners are appropriately using data systems
oReviews monthly reports to ensure programmatic and financial requirements are being met and review quarterly reports with subcontractors.
•Coordinates quality assurance and improvement activities that support WIA implementation
oOversee and conduct program monitoring.
oParticipate on a quality assurance committee that will oversee the WIA Youth Collaborative. The committee will be responsible for reviewing quarterly reports for service providers and making continuous improvement recommendations.
oProvide input to City of Phoenix and Maricopa County regarding Youth WIA processes and procedures.
oCoordinates training and community of learning for WIA Collaborative
oWork with subcontractors to develop solutions to any failure to meet performance standards and outcomes required by the WIA Contracts.
•Adapts to changing environments and manage multiple priorities, organize interpret and communicate data.
•Supports joint efforts of Youth and Financial Stability initiatives implementation to ensure youth have early and sustained supports to prepare them for success in college, work and life.
•Manages assigned investment partners
oManages portfolio of investment partners
oMaintains familiarity with funded programs and all aspects of their interaction with VSUW.
Relationship Management
•Builds strong collaborative relationship to ensure strong program delivery and address critical issues using best practice solutions.
oManages relationships with subcontractors, City of Phoenix staff and Maricopa County staff.
oCultivates relationships with program supporters and complementary service providers to maximize program impact
oWork with the WIA Youth Collaborators to seek out additional resources to aid in the efficient delivery of quality services to youth.
Communication:
•Communicates ideas clearly and effectively.
oServes on intradepartmental and interdepartmental teams
oParticipates with community groups whose missions’ compliment that of VSUW and WIA, and where such involvement enhances progress toward objectives.
•Effectively present information to team and external customers.
oCommunicates WIA in framework of research based solutions, innovation and Ready by 21 concepts
oActs as subject matter expert in area youth workforce development
Budget Management:
•Assists in the collection and preparation of required budget information.
•Works in partnership with Finance team to manage budget, account reconciliations and budget forecasting for internal and external use.
oWorks within prescribed budget to manage programs and achieve objectives.
Nonprofit Management:
•Is familiar with local, state and national government regulations for nonprofit organizations.
•Working knowledge of nonprofit financial concepts, terms and regulatory forms.
•Knowledge of effective volunteer engagement including recruiting, retention and recognition strategies.
Analytical:
•Develops measurable solutions in partnership with internal and external resources.
oWorks collaboratively to develop, monitor and respond to both outcome-focused and program quality metrics
•Works with partners to develop strong proposals for grant processes
Knowledge, Skills and Abilities Requirements:
•Bachelors in Business or Public Administration, Project Management or Social Services discipline
•Four to six years’ progressive project or contract management experience
oEquivalent combination of education, experience and training that provides the knowledge and abilities to do the job.
•Proficiency with Microsoft Office Suite
•Ability to research and locate information from the internet
•Ability to learn and use new software and systems as required
Reporting to this position:
•One Program Coordinator
Physical demands and work environment:
•Work is performed primarily in an office setting and while performing the duties of this job, the employee is regularly required to stand, sit, and demonstrate manual dexterity.
•Employee is required to visit a variety of direct service settings across the community. Additional mobility is required during this activity.
•Occasionally may be required to lift moderately heavy objects (up to 25 pounds) during the course of the workday.
